"Global" is used more as "universal," with the standard being that it's clear there was a need for war it's clear to the American people. And there is clear evidence to prove to the world that there was cause, that we didn't aggress without justification (as rogue nations have done and started major wars throughout history).

Kerry said Global and meant global. He is pretty good with words and would have said universal if thats what he meant. Kerry clearly believes its better to have global (meaning UN) ok before going to war. Why cant you stand behind your candidates views? Why must you find nuances in a clear position? Here is what I think. If Kerry was President and the US was attacked and we could define the enemy Kerry would go to war regardless of what the UN thought.But in todays world, enemies are less defineable as a nation and if one of these non-nation states attacked us, Kerry would want UN participation before going after the attackers.
